Note 28 A lesson in overpopulation and toilet-clogging

This bloke went around clogging toilets. Judges reviewed and re-reviewed his case and carefully punished him. This sort of dedication to cases that would in many other countries be dismissed as laughable is testament to what overpopulation affords societies: serial toilet clogging without the consequences. That said, in any other (more populated) country the culprit would likely have lost his job.
